Why this matters

Saudi accounting has three regulatory layers stacked on top of standard double-entry: ZATCA Phase 2 e-invoicing (every invoice cleared in real time), GOSI / Saudi Labour Law payroll (specific deductions, EOSB calculations, Hijri leave handling), and IFRS reporting (which most local templates handle badly). Default decision: Odoo for businesses with >30 employees or multi-entity complexity (covers HR + payroll + finance + invoicing under one roof). Qoyod for SMBs that prioritize a Saudi-native Arabic UI and don't need HR/payroll integration. Xero for cross-border businesses where ZATCA is one of several regulatory regimes (we add a ZATCA bridge). Custom only when your business has genuinely unique requirements no standard platform handles.
