Government & Public Sector
Digital transformation platforms for Saudi government entities aligned with Vision 2030. From citizen service portals and Absher integrations to data analytics dashboards, e-government services, and public sector workforce management.
Why this matters
Saudi government services are being measured against a higher bar than ever: Vision 2030 targets put 80% of services online by decade-end, citizens expect the seamlessness they get from commercial platforms, and the DGA, NCA, and SDAIA are simultaneously raising the digital-government, cybersecurity, and data-protection floors that any new platform has to clear. Build the platform wrong and either the security review blocks launch or the citizen abandons the journey. Mantiqi designs and ships government-grade portals that pass NCA review, integrate with Absher / Nafath / TARASUL, and stay accessible in Arabic to every Saudi resident regardless of device.

Executive dashboards tracking Vision 2030 progress metrics
How we deliver
- 01
Service design + DGA scope
Weeks 1–3
We sit with the agency's service owners, map the citizen journey end-to-end, and align the target service against DGA digital-government standards, NCA ECC controls, SDAIA data classification, and the relevant sector authority (MOH / MoE / MHRSD / others). Output is a written architecture covering identity, integration, data classification, and accessibility scope.
- Citizen-journey map (current + target)
- DGA standards alignment
- NCA ECC control mapping
- Data classification + residency plan
- 02
Platform build + identity wiring
Weeks 4–14
Arabic-first, WCAG-compliant citizen portal with Absher SSO and Nafath identity verification at the front door. Inter-agency messaging via TARASUL where applicable. Workflow engine for permits, applications, approvals, and case management — all under the agency's branding and document standards.
- Arabic-first portal (WCAG 2.1 AA)
- Absher + Nafath identity integration
- Workflow + case-management engine
- TARASUL inter-agency messaging (where required)
- 03
Security review + accessibility certification
Weeks 12–18
Independent penetration test, NCA ECC compliance review, accessibility audit against WCAG 2.1 AA in Arabic and English, and a user-acceptance cycle with civil-servant power users and citizen testers. SDAIA data-protection sign-off precedes any live launch.
- Penetration test + remediation
- NCA ECC compliance report
- WCAG 2.1 AA accessibility certification
- SDAIA data-protection sign-off
- 04
Launch + Vision 2030 reporting
Ongoing
Phased citizen rollout, executive dashboards tracking Vision 2030 KPIs (service uptake, processing time, citizen satisfaction), and quarterly capability additions. Annual NCA review + SDAIA refresh keep the regulatory posture intact as the service scales.
- Executive Vision 2030 KPI dashboards
- Phased citizen rollout playbook
- Annual NCA + SDAIA review support
- Continuous accessibility + UX testing
What clients see
Absher + Nafath at the front door
Citizens authenticate with the identity they already trust — no parallel account creation
Arabic-first, WCAG 2.1 AA accessible
Tested with native screen-reader users in Arabic, not retrofitted post-launch
NCA-cleared from day one
ECC control mapping done during design, not as a UAT-stage scramble
Compliance & regulators we work with
DGA sets digital-service standards, the unified national portal model, and the Vision 2030 digital-government targets. Every new citizen-facing platform aligns against DGA guidance.
NIC operates the identity (Absher SSO, Nafath) and inter-agency-messaging (TARASUL) infrastructure most government services plug into. Integrations run under NIC's API specs and security review.
ECC frames the cybersecurity baseline every government workload meets. Tenant architecture, encryption, audit logging, and incident response all map to specific ECC controls and are reviewed pre-launch.
Citizen data is PDPL-scoped. SDAIA also frames the national AI policy, particularly load-bearing for AI-assisted citizen services, classification of personal data, and cross-border data flow controls.
Citizen-facing platforms must be accessible to all residents including those with disabilities. Saudi accessibility expectations align with WCAG 2.1 AA across Arabic and English.
Each agency layers its own digital mandates and KPI reporting on top of the national framework. Service design surfaces these during discovery so the integration map is complete.
